Traffic Management and Parking Procedure

1. The purpose of our procedure

This procedure outlines the framework and operational requirements for the safe, sustainable, and efficient management of traffic and parking on Adelaide University grounds. It ensures compliance with the Adelaide University Act 2023 while promoting accessibility, safety and environmental responsibility.

2.1 Inclusions

This procedure applies to:

  • Adelaide University community and external parties including members of the public who access Adelaide University grounds
  • vehicles used on Adelaide University grounds including motor vehicles, motorcycles, bicycles, e-scooters, mobility devices and delivery vehicles
  • premises owned, managed, leased or controlled by Adelaide University including university campuses.

2.2 Exclusions

This procedure does not apply to:

  • procurement and life cycle management of fleet vehicles. See the Passenger Fleet Vehicle Procedure
  • off-road or industrial vehicles while not being used on designated roadways. See the Hazard Management procedure.
  • hiring non-University vehicles.

This procedure authorises the Chief Property Officer or delegate to develop and maintain the [Parking Guidelines] for each Adelaide University campus.

3. Our traffic management and parking procedure

Traffic and parking arrangements on Adelaide University campuses have been designed to minimise congestion and disruption to our activities.

3.1 Our approach to traffic management on Adelaide University grounds

Traffic management across all Adelaide University campuses will be overseen by the Chief Property Officer or delegate.  

Traffic management will include:

  • campus roadways and associated speed limits
  • pedestrian zones and crossings
  • designated parking areas
  • limitations on vehicle weight
  • access roads for emergency vehicles.

Traffic control devices including signage and pedestrian crossings will be implemented in line with the Road Traffic Act 1961 (SA). Campus users must comply with all traffic control devices.

Vehicles may only be driven on constructed roads unless authorised by the Chief Property Officer or delegate. Access restrictions may apply for construction, events, or emergencies.

Pedestrian areas always have priority, and pedestrian pathways have right of way. Shared zones must be used with caution.

3.2 Our approach to bicycles, e-transport devices, and micromobility devices on Adelaide University grounds

Bicycles and e-transport devices (including push-bicycles, e-bikes and e-scooters):

  • may be ridden on roadways on Adelaide University campuses provided speed limits and other traffic control devices are obeyed
  • must be dismounted before entering pedestrian zones
  • are not permitted in University buildings
  • must only be stored in designated parking areas, cages and racks. E-powered devices may only be stored on campus with prior approval from the Chief Property Officer.

Incorrectly stored or abandoned bicycles may be removed after 30 days and then donated to a non-profit organisation.

Electric mobility-aid devices (including electric wheelchairs and mobility scooters) can be used anywhere on campus grounds and in buildings, provided they do not exceed walking pace.

Micromobility devices (including skateboards, scooters and hoverboards) must not be used on campus. Users are required to dismount their devices while on University grounds.

3.3 Our approach to parking on Adelaide University grounds

The Chief Property Officer or delegate is responsible for developing and maintaining parking areas on Adelaide University campuses. Parking will be made available for all campuses either on site or nearby as applicable and feasible.

Parking permits and associated fees will be managed by the Chief Property Officer. Parking fees will be reviewed annually and may be adjusted from time to time with the approval of the Chief Property Officer.

Staff and students can apply for parking permits using Adelaide University’s [permit management system]. See the [Parking Guidelines] for more details.

Each permit specifies its own conditions of use and fees will vary depending on vehicle type, campus, and permit type, such as:

  • staff, student or visitor parking – short or long term.
  • temporary permits for contractors, event parking and out of hours access.
  • temporary or permanent disability access parking for those meeting State Government disability permit requirements or by approval from the Chief Property Officer.

Permits are considered active when approved by the Chief Property Officer or delegate and the requisite fee is paid.

The number of available permits will depend on the number of spaces available on each campus and the expected demand, with priority for operational needs, disability, and equity access.

3.4 Parking safety and penalties for non-compliance

Adelaide University Security actively monitors our parking facilities however vehicles are parked at the vehicle owner’s risk. Safety incidents, near misses, or hazards can be reported as per the [Risk Management Procedure].

Vehicles must park wholly within marked bays and time limits apply as signed. No parking is permitted on lawns, footpaths, loading zones, or restricted areas unless authorised by the Chief Property Officer or delegate.

Penalties may apply to owners of vehicles parked without a permit or outside specific parking zones in accordance with the [Adelaide University By-Laws]. Repeated non-compliance may result in suspension of parking privileges.

4. Who holds a responsibility within this procedure

Refer to the Delegation Policy for all delegations at Adelaide University.

4.1 The Chief Property Officer or delegate is required to:

  • manage parking zones, permits, and infrastructure
  • enforce Adelaide University By-Laws, issue expiation notices and direct traffic.

4.2 Adelaide University community and members of the public accessing Adelaide University grounds are required to:

  • comply with signage, permits, and lawful directions.

Adelaide University community refers to the broad range of stakeholders who engage with Adelaide University and includes (but is not limited to) students, staff, and non-staff members including alumni, honorary titleholders, adjuncts, visiting academics, guest lecturers, volunteers, suppliers, and partners who are engaging with and contributing to the work of Adelaide University.

Foundation universities refer to the University of Adelaide and the University of South Australia.

Permit refers to an official Adelaide University-issued authorisation to park in designated zones.

University grounds refer to all land, roads, paths, structures, and facilities owned, occupied, or managed by Adelaide University.

Vehicles include motor vehicles, motorcycles, bicycles, e-scooters, or other similar devices.
