Education Agents Policy
This policy has been adopted from the University of Adelaide and adapted to meet Adelaide University requirements in preparation for day 1 operations. A new policy will be developed in the first half of 2026 in accordance with the Adelaide University Policy Framework.

1. The purpose of our policy

This policy outlines the principles and framework for establishing agreements between Adelaide University and education agents to conduct student recruitment activities, ensuring compliance with all applicable acts, regulations, and standards.

This policy provides the authority to maintain our Education Agents Procedure.

2. Who our policy applies to

This policy applies to:

  • all education agent relationships with Adelaide University, both overseas and within Australia.
  • Adelaide University staff and stakeholders engaged in the development, maintenance and review of education agent relationships.

3. Our education agents policy principles

Our principles for establishing, managing, supporting, reviewing, renewing and terminating education agent relationships are: 

3.1 We ensure education agents have a reputation for quality and operate in regions which are strategic priorities for Adelaide University

3.2 We ensure education agents receive adequate training and information, including their obligations under relevant Acts, Regulations and Standards

3.3 We ensure education agent relationships are managed in a transparent, fair and ethical manner that reflects our mission and values and aligned with our strategic priorities Education Agents Policy Page 2 of 5

3.4 We ensure education agent relationships do not pose an unacceptable or inappropriate risk to Adelaide University.

Our education agent relationships must not pose an unacceptable or inappropriate risk to our reputation, operations or partnerships. They must also offer value and be financially sustainable over the long term.

3.5 We regularly review education agent performance and take corrective action where required.

3.6 We ensure education agent relationships are governed by agreements.

Our education agent agreements will:

  • comply with relevant acts, regulations and standards.
  • are approved and signed in accordance with Adelaide University’s Delegations Policy.
  • clearly articulate the rights and obligations of each party.
  • clearly state Adelaide University’s rate of commission for the education agent’s service provision.
  • specify a maximum duration of three-years unless the business case strongly supports a longer term.
  • are reviewed and monitored for continued compliance, relevance and impact on Adelaide University’s activities.

4. Definitions used in our policy

This policy document has been adopted from the University of Adelaide and adapted to meet Adelaide University requirements. All definitions have been reviewed and aligned with the Adelaide University glossary to ensure consistency and accuracy. Where terms differ from common usage or legacy terminology, the definitions in the Adelaide University glossary prevail.

Education agent refers to a person or organisation (in or outside Australia) who recruits overseas students and refers them to education providers. in doing so, the education agent may provide education counselling to overseas students as well as marketing and promotion services to education providers. 

Education agent relationships refer to relationships between Adelaide University and education agent whereby the education agent has been appointed as an authorised representative to facilitate the recruitment of students to Adelaide University.

Student recruitment is defined as the promotion and marketing of Adelaide University by the education agent with the goal of having students apply and enrol in a university course or program in return for a financial payment to the education agent.
